i'm not a singing coach but it makes sense what he says. your tongue muscles are rooted to muscles that move the hyoid up and down as well as i guess the fascia that connects to the glottis? and pulling it out and moving the vocal cords (which is what you do when you sing) can maybe help relieve hoarseness.
