I have poor anlke mobility while squating down. Is it fine if my heel is raced on the squat while I'm performing the Cossack squat?

Absolutely! You’re definitely not alone there. Start with your heel raised as high as necessary to get to the best depth you can safely and without pain. Over time increase your depth and then gradually lower your heel elevation. Also find the hip hinge that works best for you. Hinging a bit more, sitting further back, will keep your knees further behind your toes and may help with your mobility. Bringing your knee over your toes with less hip hinge will place the emphasis more on your quads, but requires more ankle mobility. Try all of those suggestions, and gradually build over time 👍
