Those areas are very close to China border that is why they are demanding special passes from Indian nationals to verify the identity where for foreigners cannot even get the passes to visit those places. This is only about the national security because only in East and North Sikkim you need special passes but to visit other sites like the Gangtok and South and West Sikkim you don't need any kind of special passes because those are not adjacent to the Chinese border.
