After Sanjay drops his girlfriend at a place and comes home the policeman was already there which is indication that he was also part of it and all went well as per the plan. Second possibility is that the photo of his sister was dropped at that crime place and was seen by the police who later became suspicious and landed at hero place. The hero would have said the real cause for the act and out of sympathy the police would not have arrested the hero.
