First of all she's identifying herself as a Latina anybody that is from the three major Caribbean islands Cuba Puerto Rico and are Hispanic because when they were colonized by the Spanish they named the Dominican Republic Española meaning meaning Hispanola; therefore the term to describe anybody from the Caribbean as Hispanic...... Secondly, she has no ties to Africa other than her skin tone....but if you want to go into the literal aspect and descriptions, there are a lot of people that came from other countries who have darker skin tones like Australia, they're black; but they're not African.....

Funny because, for the most part Latina and Hispanic are interchangeable. Pretty sure she would know. The word Black as it is for a group of people takes on a particular meaning in the U.S. to mean of African origin. There's a history that traces from the N word, Colored, Black, to African American. You can ask anyone that isn't Native American in the U.S. what they are. A white person can name all the places like French, Polish, Irish, etc. As a Black person, most can't, they only know their lineage comes from Africa.
