Filipino is the "official" language of the Philippines, like what's written in the law but Tagalog is the language spoken mainly in the central parts of the country and is the official language before it was changed to Filipino. Tagalog is actually also a dialect from a part of the Philippines in Batangas which is a lot deeper kind of Filipino. Filipino is the national language and tagalog is a dialect. Tagalog became the backbone or the foundation of Filipino language because it is the one that is widely spoken dialect in the Philippines. But Filipino also consist of other dialects in the Philippines. So it is like a combination of other dialects formed into one. I could say I mainly use tagalog for everyday conversations and use Filipino in things or conversations that are more formal for example a contract that needs to be written in Filipino. Or essays and other Filipino literature in school.

To clarify, Tagalog is a dialect spoken in most of the Luzon region where Manila is located. It was the "literary" language used by poets, writers and song writers during the 1800s. However, in modern times, "Tagalog" as spoken is not anymore in the purest form. As in any language that is actively used, it had as times passed by, incorporated colloquial terms, words in other Philippine dialects and even foreign words that has no Tagalog counterparts. As such, the language experts in the Philippines had said that it is not anymore "Tagalog" that is being spoken but "Filipino" which is a more inclusive term.
