No, he really isn't at the level of the Yonko yet... Law, Luffy and Kid are at a level where they have a small chance to beat a Yonko, but aren't at their level yet.... Luffy had tons of help and Law and Kid had to not only work together, but use the terrain to their advantage and even then, it only worked because Law happened to have a counter to Big Mom's final move.... They had a sh*t ton of luck in their fights and aren't at the level to actually compete yet...

He meant the re-room. Before, Law couldnt open his room in a remote area instead of his current location. Using the awakening of his devil fruit, he has more control on where he can apply his room, as seen here in the video with re-room. He can also manipulate the re-room while being outside its radius allowing for more versatility, unlike before when he needed to be inside of it.
