Whitebeard probably said that in order to boost the moral of his crew. Garp's action by punching Marco stunned everyone on Whitebeard's crew even though they are fighting the 3 admirals with ridiculous devil fruit powers but when Garp punches Marco their moral was shattered so Whitebeard said those words in order get back into the fight.

i feel like moments like this put a lot of things into perspective. why things turned out the way they did in one piece world. you had people like garp, sengoku and kong with absolute strengh keeping order in the world and the admirals being unable to fill these big shoes, having to run away from yonkos and flee everytime shanks gets anywhere close or being scared to face kaido. going so far as to mobilize 100% percent of their strengh just to face terminally ill whitebeard. so the navy had to implement the seven warlord system to balance it all out. imu realizing that the admirals just arent strong enough decided to rely on the strenght of the holy knights. meanwhile the admirals have become supporting characters working under the big players in the world. the revolutionaly army successfully infiltrating marie jois and not just engaging but actually defeating several admirals combined and taking a shot at imus life was probably the straw that broke the camels back because right after that he released the holy knights

The same Aokiji shows how much stronger he is than Blackbeard's team. And there are strong people there too.The Navy is clearly stronger than 1 enko, at least until the time skip. And then, unfortunately, they are portrayed as buffoons. Team 1 is stronger than Team enko, but 2 will lose. And to be honest, it bothers me how Big Mom was lost in a fight with two newcomers.
