Cant wait for Career mode to start playing as a councilman then move up the ladder to state then federal. At the start of the game it is like there is no government yet so unable to blame anyone. For the laws, there is a gear button on the top right, that is the nitty gritty details you want in that law. PART 2 WHEN

Btw his name is a My Chemical Romance (Emo band) reference because his name is a pun of the members the singers name is Gerard Way and the guitarist is named Ray so I think its like a reference

Does the game include functions such as dissolution or Motion of no confidence resolution?

There is a motion of confidence function, but not dissolution as far as I am aware, not sure if it is going to be added.

You might consider watching that section again, starting about 10 seconds earlier. You're missing the context in which I'm explaining that I'm NOT saying the game sucks, I'm saying that it's in early access and anything I say about the game is meant to be constructive.
