I was a little confused at the end when you were talking about how to structure and you started with a Purpose statement and then said your next part was the process but its actually the procedure. Can you clarify there?

To summarise for you, cause I dont agree with how you've explained it. Policies are the overarching purpose. That includes legal obligations and business or organisational obligations, they clearly document the mandatory process. ie includes what your going to do and how. And the last one, gives you the fine detail of how and when your do it. What to do in an emergency including reporting systems for when things go wrong. etc
