Everyone talks about the vehicles having identification on top, but drones are not going to see that at night. Look at all the videos of nighttime operation by US border patrol. There is no way to see the markings. The commanders should have had information about all friendly vehicles operating in their area, but I think that is where the breakdown happened. A poll last week, done in Gaza, showed 71% of the people support the attacks of Oct 7th. So yes, it is hard to distinguish between terrorist and their supporters and that 29% that might be sane. I imagine that the 29% do not have armored cars driving together. If a firing crew and was not told they were aid workers, it would seem like a 100% chance that the target was a member of Hamas.
