The metal buckles above the quick release on the shoulder straps are back ups to the quick release should the quick release buckle fail you can route the straps through the metal buckles and still have a functional pack.

They have a modular insert. Get some vertx pouches. Bam.also those metal buckles are just in case your plastic buckle breaks you can still have a functional bag.

This is NOT and NEVER was meant to be an EDC bag by design. Though it can be used as one to an extent. It has no secondary internal pockets or internal retention straps. Three big pockets is all one gets. This is a no shit assault pack! Food, water, ammo, spare scivies, batteries, poncho/liner, etc. It was built to allow the wearer to live light and move fast.
