He needs people to get a taste of the highest, but then bring them to their lowest. But he can’t do it without making a deal first.

There's no reason that shouldn't have known how much he would have cost. Also considering that you've had quite a long time to level up and get blue essence there really isn't a reason for you not have enough if you really wanted him. However, if you are interested you could level up reasonably fast by playing twisted treeline bots as a good split pushing champ such as tristana, yi, tryndamere, jax, ect ect. Just makes sure the games last at least 7 minutes or you don't get anything.
