Hi Ronald! Allowance is a sum of money parents sometimes give or "pay" in exchange for housework to their kids. Out here means 'from' - if you wanna buy something - take money out (or from) the allowance money you earned.

Why the Bart's Mum use "You will not be getting a tattoo" instead of more simple "You will not get..."? What changes?

Progressive tense is used here as a plan for the future, plus if she said it like "You will not" it would be too direct and kinda impolite ;)
