what are the rules for using do or d' are they interchangable? is An do rinn the same as An d'rinn? does the pronunciation change reflecting the missing vowel? tapadh leibh a thidseir!

how come it's 'dé chunnaic tHu' but 'dé chuala tu'?

I heard it explained as a result of variation in the use of "tu" and "thu" historically and in regional dialects. I think now it has stabilized as convention to do with whether the previous word ends in a consonant or vowel. Can someone else comment?
