Context. They are spoken pretty much the same but context makes the difference. When spelling they are different.

@@meilee8554 Yes, I know. I'm not a native either and still learning tones. It's one of the things that is hard. I suggest just listening to audios, videos or even watch a movie/series in Thai with subtitles. It helped me a lot.

When you pronounce 'maa' (horse) I hear the rising tone, but shouldn't it be high tone?

There is a very interesting article about this from the 90s. Recent generations have lowered the onset of the pitch of the high tone, so your ear is right, there is a rise to it, but it still doesn't have as low of an onset as dog. Look up Thai High Tone on Google Scholar for more details.

Is there a tonal difference between "gae" (sheep) and "gae" (informal you)? What's you and what's ewe? :)

แกะ (gae) for sheep is very short and a low tone. แก (gae) for "you" is a mid tone and a longer vowel sound.
