Madom, sometimes people used to say ‘can you able to’. Can you clarify it ?

That is not correct. Can and be able to are both used to show ability. You cannot say 'can you able to'. It should be 'are you able to?' Can you speak English or Are you able to speak English? The sentence can you speak English sounds more natural. You can use be able to with other auxiliaries. You can say may be able to, should be able to, would be able to etc.
