Due to flooding packages having router table of a particular router goes to other router using many different paths. So one router may receive a particular table of a router more than one time in some time durations. So for not to confuse they put a sequence number so that one router can identify that it has received this copy of routing table before or not. In simple word to distinguish among the many routing table that which one is latest sequence number is used. But if this sequence number got changed due to some error and in result a package got sequenced more highly than the original one then it will create major problem. Suppose a sequence number of 10 converted into 50 or 100 due to any error then the router which will receive this, will reject the existing router's all states between 10 to 50 or100. TTL(time to live) :- for this TTL is used so the sequence number of router live for a fixed quantum of time and after that it will be vanished from all routing tables so all routers will wait for the next routing table from the described router whatever it is new or old.
