Why do we using bind commands in Sip config. Can you share the purpose of using these commands

We are mainly using bind command to use that particular interface as a Source IP address for signalling and media packets.

why we have to use Early offer? is there any option like should use early offer here

If you want to send your attributes first to the other party and you want them to negotiate based on your attributes then we need to use early offer. We can use early offer in gateway configuration, you can use the command "early-offer forced" in GW configuration.

It depends on far end device. Some carrier/devices accept the messages with early offer only. Some carrier reject the early offer messages.
