21:18 scaling down each mark BY 40% should mean that the number is multiplied by 0.6 and not 0.4 isn't it? if it was scaling down TO 40% then it should have been multiplied by 0.4 am i correct?

Yes obviously

scaling down by 40% means multiply the number by 0.4 then subtract the result from the number ,scaling down to 40% means just multiply the number by 0.4 , that's a simple mistake in the video.

It should be scaled down to 40%.

0:00 Intro 0:14 Descriptive Measures 2:16 The Mean 5:26 Example 3.2.1 7:49 Example 3.2.2 9:34 Mean for Grouped Data: Discrete Single Value Data 13:00 Mean for Grouped Data: Continuous Data •The mean is just an approximation. And it's not 100% completely accurate. 15:25 Adding a constant •If we add k to each case/observⁿ then new mean is x̄+k. 20:12 Multiplying a constant •If we multiply k to each case/observⁿ then new mean is kx̄.
