madam when we find F-ratio we take larger estimate of variance in numerator and smaller estimate of variance in denominator so in one way ANOVA if value of MSS Within is larger than MSS Between then should we reverse the formula i.e. F = MSS(W) / MSS(B) and so will dof also change.

The difference which is clearly visible. for an example height of A is 5ft 5 inch, B is 6 ft and C is 5 ft4 inch. so we can say that there is a significant difference between the heights of B and C, and also between A and C. but we cant say that there is a significant difference between heights of A and C. In short difference which is visible clearly. I hope your doubt is clear now.
