HID takes time to warm up give it few seconds and it will reach full brightness. I have tried both LED and HID, I would still stay for HID, it is also throws light much much further away on the road, compared to LED. LED does look brighter especially on the foreground closer to the vehicle but it starts to lose its light output as it travels further on the road.

LED may be the brightest of a lot but Halogen ll remain the all time king for visibility in all weather & ll kind of roads, Don't go for LED & HID as its only a market gimmick, Halogen bulbs are best for visibility & it's cheapest too.

Fog of winter is whitish in colour that's why yellow light of Halogen is useful in Winter Fog. White light of LED makes the foggy roads even more blurred because of same colour with fog

Brightness of any bulb is measured in lux and of HID unit is far more than LED. LED in good in short throw but if longer beam of light is required on road it is HID bulbs inside Projector casing will work

LED bulbs are useless for as they are 6000k which is useless on wet roads and the light doesn't reach far. You seem have take 6000kHID which is not right color. Go for 4300-5000K range and in good projector Lense. For low beam HID is best light source (4300-5000k) . led is useless in rainy weather.

Yes you can upgrade. The only drawback is that hid and led are illegal in most cases. Read up on the motor vehicle act and see the recommendations .
