The Beast Lords were first mentioned in one of the descriptions of IS3's second ending, then Chapter 11 and Il Siracusano talks more about them, and even show some examples (those being Siege's lion pack and the Ture Wolves.)

yeah haha it can be hard to understand if you don't have some basic knowledge of arknights, and there will definitely be references you don't get if you haven't played arknights for some time. I only started playing a few months ago and am not all the way through the main story/event stories so I am missing a good chunk of information, no idea who the rat king is that people keep referencing
