Maybe it's because you need to destroy certain parts of the brain to shut them down, we've seen walkers with their brains hanging out so maybe so parts of the brain can be injured without affecting the walker, maybe stomping on the walker's head, destroying all or the majority of his brain at the same times is easier to kill them compared to a small bullet which does not immediately destroy the entirety of the brain? Just imagine you reach all the way to the game’s endpoint where Clem has to shoot/ let Lee turn. & then the “ you are dead “ screen pops up, after you click the screen, you are then reverted back to this clip of Lee finding the walkie-talkie.
