Because it's not mandatory for them to learn it in school unlike most asian countries. Being able to speak in English is like an additional skill like how westerns if they can speak french or any other language other than English.

@@kimh7594 Oh? I thought English was a compulsory subject? One of my best friends is Korean (went through all her schooling in Korea before moving abroad for university) and she told me that she took English throughout the entirety of her schooling and it’s a huge advantage if your English proficiency is high when you sit the University entrance exam as a senior.

it's just because of not superior of western english but their own desire of intellectual ability to speak other country's language ** this is associated all languages not only just english. english is very basic step for Koreans . Koreans think so importantly intelligence that they admire fluency of speaking other country's language. therefore they tried to speak fluently Japanese, Chinese, French , Spanish too. additionally it must be a benefit when they get a job in Korean society. Think about how cool having bilingual😂
