I think simply the announcement of Kodokan change, if IJF does not follow the suite, will motivate a lot of people globally. Potentially even enough that there will be some "Kodokan rule set" competitions and people who remember leg grabs and taught them will put more focus on them in their dojos. I don't hold my expectations high but maybe even those who complained years about the IJF rules and say they quit judo because of that will return to practice. We'll see. I think this will validate people globally for doing a bit of leg grabs training. Another thought I had was that even if I'm neutral to leg grabs staying away or coming back, although I'd be excited to train them some, is that the way they described the rule change by Kodokan, it would've easily removed all the silly edge cases in the Paris Olympics where there was a touch or grip below belt that was somewhat inconsequential or very safe and controlled. And despite being big on safety for all, there's something about that kata guruma where you basically do a cartwheel that's so beautiful and athletic. Or somersault kata guruma, whichever way you would describe it.

There is a whole catalog of techniques that are all kodokan judo. Some are not allowed in kodokan randori or competition and almost all of them are not allowed in IJF, but it's all kodokan judo. AAU allows leg grabs as long as you are "continuously" (no trapping like in wrestling) attempting a throw or takedown starting from the jacket and not grabbing leg or pant to stall, and AAU is kodokan judo. The old IJF rules were also kodokan judo. They didn't cease to become kodokan when IJF changed it's rules. Kodokan submitted the rules for kosen competition to the japan martial arts federation, so kosen is also kodokan. There is only one judo: kodokan judo. There are many competition and sparring rules sets.

No Morote gari but Kibisu gaeshi is effective too. Morote gari could/should be allowed from a standing position e.g the person attempting the Morote gari knee(s) cannot contact the ground like a wrestling shot. The standing version and one where the rear knee touches down but not the front I learned first from Royce Gracie, whom said a shot onto the lead knee would be bad in a self defence e.g no mat situation and the rear knee first would mitigate this somewhat while still allowing the level change necessary to execute the technique if necessary. Oh and I guess a prerequisite should be having two hand grip before any level change or contact with knees to the ground, also better applicability to a self defence situation where you may be kneed if you didn't have prior control of the legs.
