Hope threw Penelope on principal. Mikaelson principal. Someone tries to attack you, cut them down. Granted, Hope takes care to be less lethal that her Aunt Freya, but she still obeys the Mikaelson principal. Hope didn't do the same to Josie for a few reasons. 1. She knew Lizzie could Siphon Josie could even get the spell off 2. Hope knows she can tank the spell, and even if she dies she'll come back as a full Tribrid 3. Alaric would be pissed if she hurt Josie 4. Attacking Josie would end in Lizzie attacking Hope. Hope doesn't love Lizzie, she cares somewhat about her, but Hope would have no problems throwing Josie around if it came to it

Random Meta Normally, yes, but Hope is different she was born from two vampires it’s literally in her genes. That’s why all of the witches in New Orleans wanted Hope to die because she’d have too much strength on the Earth and they like everything to be balanced. If Hope ever goes crazy like Klaus did occasionally, she could destroy all the people on the Earth pretty easily, especially since almost all of the weaknesses werewolves, vampires, and witches have against Hope are pretty much useless. Hope could go around using magic relentlessly without even getting tired or collapsing because she would be constantly healing and could shift into a wolf without feeling pain and silver won’t do a thing to her because she’s also a vampire she isn’t just a wolf. And if you’ve seen the originals a stake to the heart is just as useless. It might make her pass out for a bit, but just like Klaus, it won’t kill her. Hope is pretty much completely unkillable the only one who can hurt Hope is Hope. The witches who put that curse on her were lucky because they put it on her when she was a baby. But now? Hope is pretty much invincible.

But keep in mind that in TVD, Valerie, Jo, and Nora all said that a magical being can be siphoned to DEATH. So if Josie were to get up close to Hope (undetected), then proceed to siphon her and not stop, Hope can die from that. But again, it is very unlikely that Josie could accomplish such a feat without Hope demolishing her.
