In the anime they do have a scene where jiraiya and hiruzen have the talk about his "research" and how he never gets caught, and hiruzen responds with "I'll have to go with you next time" and jiraiya calls him pervy.

Jiraya has always been Kishimodo to me. Watching over and guiding naruto- deciding the child who will change the world. ALSO an author of books that are loved by his audience- but are considered low brow by society at large.

After I watched OG and Shippuden and was keeping up with Boruto i watched every Swagkage video on Naruto but he didn't delve into THIS kind of content. My favorite thing about this anime is that even the best characters are horribly flawed. It makes them really relatable, and loveable. Pappy J is such a well written character. As are most of the characters in this show. God I'm gonna have to rewatch it now
