To use it like that you have to confirm the Attack before swapping because it is a burst speed spell. It means that after you confirm the attack and opponent does not react, the attack will proceed immediately and you will not have a chance to swap.

If you read the lore, it's spelled "Shurima" and apparently, they try hard to be a good empire, they used to rule everything, but conflicts arised and it struggles to be the best, it's like the 100th time, they tried to be a good empire.

They only fell because Icathia accidentally opened a gigantic void rift on the southern edge of the continent around the same time Xerath obliterated its capital and felled the Sun Disc. Xerath is one of if not the most powerful mage on Runeterra and the Void is the second or biggest threat to Runeterra, with the only contender being Aurelion Sol, who only hasn't destroyed Runeterra because he's been tricked into wearing a crown that can't be removed and prevents him from getting close to it. I think saying it "struggled" is downplaying just how dominant Shurima was on the southern half of Runeterra, considering without the Void Icathia would've been absolutely crushed when they attempted to rebel against Shurima's occupation.
