The cellar part I think is supposed to trick the cops into thinking they're going into a cellar so they think they are under ground but they are putting it in in main part of the hide out

I have the modular Pet Shop and it has that black cellar piece. I am pretty sure it isn't new because that set is either from 2011 or 2012.

I realized they merged the past 3 Lego city police series into one. They have the regular city feel, the forest crooks, and the Chase McCain styled feel, as well as the master thief from Chase McCain.

The slanted door that Jang referred to as a "cellar door" was used on the back on of the Pet Shop modular building released in May of 2011

I love the look of the police dog truck, even though the dogs are mushed together LEGO does that with everything. I do think the whole periscope pipe was overrated and way too suspicious looking. It's a little obvious when a shanties pipe is moving around that something is going down. But i feel it fits in and i love the set in general. I do not agree with you JANG about the car even though, yes thats what they look like in real life but i think its fitting for the set.

I wish I could buy sets like these, but I don't have the money. I remember my biggest set a long time ago was a Knights and Dragons kind of thing, these three Knights in different colors and the bad guy had a castle on a mountain with a giant scorpion. Hours of entertainment.

the black piece used for the cellar door you mentioned: it is used as a window in one of my lego city sets. i don't know exactlu what the sets called but it has a pizza resturant, a bus, bus stop, and a garage in it. the piece is used for the roof windows in the pizza resturant.
