My guess is that Lego does not want to have guns with the City theme. Most of the city sets are for ages 5+. Overwatch has guns but that theme is for ages 10+.

The things I don’t like about this set is the jail or prison or airport holding cell, it just doesn’t look like a police holding station, they did a great job to make it look unrealistic to any known police station or prison that I know of 👍👍👍👍👍👍
