What about smallville, Gotham city ( yes, it is its own area), Wayne island, and metropolis? They should have bosses there because there is a total of 9 areas in the hub world yet there is only 5 bosses! Weird.

I actually used to have that issue. So, Multiple of the bosses need you to do a job before the fight, to awaken the boss.

Theres usually a small side quest that goes along with it. I'll use killer crocs boss fight as an example, there's a car outside of jokers theme park, open the trunk and the boss fight will start once you do that. Theres some other stuff too, but you'll figure it out
