It was the Doctor. But in terms of his timeline, he hadn't done it yet, so he had to go back, stop the eternal, then receive the key in order to open the gate.

Looking back at some of Smith's original works that I loved three years ago now seem to be diminished now by the Last Stand. I mean, Amy sounds like a dude, and yes I know why. Still, story holds up pretty well though.
