At 1:00 you free those people, do you have to do something to get them to spawn because they aren't in my game?

+Quinten Peters I've had them disappear too. What I did was run to the other side of Sokovia and came right back and they were there. If they still aren't there try re-loading the hub by exiting to space and coming back.
