@@bricksausages8784 in my universe just like real life, there are different branches of the military. And in my world The kill order, Codex, was only assigned to one branch. And that branch in particular is tasked with. Eliminating civilians and the other branches that are not a part of the plan. And don’t worry, more episodes will come out explaining why the soldiers did what they did.
