Failure to POST when all voltage rails are present may point to a BIOS problem. Agree with reprogramming the BIOS. Good job!

There is a pin hole for bios reset.. sometimes ec bin file must match Epsom ver. M.E region

Quick way to check if The Eprom containing the bin file "BIOS" if it is corrupt got to the EC "Super IO " can power up laptop and check for RSM Rest is present if it's not then 1. Flash bios Tes again If not rsm_Rst Then flash EC.
