That screw at the base is a set screw for hacksaw blades. you pull the screw out, slide the blade into the base so the hole lines up with the set screw hole, then lock it in place with the set screw.

I got it because I wanted a retractable drywall saw,(strait saws always end up punching holes in my tool pouch.) and liked that I could use any standard sawzall blade with it. I used it for awhile, but I don't keep it on my toolbelt anymore, but I keep it on my work van for those times I just have to saw by hand and not powertool. I ended up getting a Dewalt retractable drywall saw, which has an unchangeable blade, but much more rigid locked position making it function on par with strait blade drywall saws, unlike this handle and the Milwaukee equivalent that have a minor give when you try to puncture or saw with force, reducing the effectiveness of my efforts. Its also got a kind of sanding tool to clean or bore out your cuts with greater precision(for times when my cut is just shy of a fit for a cut in box, or recess can light.) Though I typically just use the blade to do this anyway out of force of habit.

You could also use the loop on the screw as a lanyard tie off point

Any tips on how to loosen the wheel to get the blade out? This wheel is on exceptionally tightly. I just bought it. I've tried everything: a wide rubber band, adjustable wrench. With blade out 180°. With blade tucked inside. I've tried to loosen the bolt on the other side. Neither side will budge. Yes, I'm doing it lefty loosey.

The large design of the wheel makes it easy to unscrew. I would exchange it at the store honestly.

the screw on the bottom is for locking down a hacksaw blade.
