I said this once and I will say it again RE2 remake was the highest gross most popular game in series not because of Claire but because of Leon and Ada. This scene is actually pivotal in the entire deterrence of Los Plagas. Ada only gave Wesker a subordinate strand, meaning the dominant strand was left in another's hand after it left hers. Svetlana's government was the first to cultivate a dominant strain as Ada states. As Umbrella was even unsuccessful, creating NE-Alpha instead prior to their downfall. Meaning her employers are initially the perpetrators that withheld G and Los Plagas. Thus why she's sent, to do what she always does regain the US' property and ensure they leave no trace of involvement. POST EDIT April 6, 2023: RE4 Remake’s ending even proves Ada does not hand Las Plagas over to a terrorist, Wesker. While Luis’ notes and research confirms that Umbrella was never able to get their hands on dominant Los Plagas. It was the *most* prominent bioweapon that never made it to re-manufacturing and later never reached black markets because Ada or her organization were gatekeeping it for the good of humanity against profiteers like Wesker, Simmons, or Irving. She even tells Leon the Ember is safe with her. Ada literally keeps Los Plagas from reaching doomsday scenarios via black market. She had always been a bloody hero in disguise, as a spy does.

This further *confirms* that Ada did not turn over Las Plagas to Derek Simmons, the Family. Or else they would have used Las Plagas as apart of their experimentation with C-Virus. Like Wesker used Las Plagas Type II on the Kijuju population, because he obtained a sample himself. Again. Las Plagas never resurfaced again after 2004 and 2011 under Ada’s watch. This again confirms my theory that Ada steals samples to either keep, or turn over to safe hands, The Organization. She has NEVER turned a virus over to the wrong hands as evidence proves thus far. RE4R even cements this narrative because she doesn’t turn the Ember over to Wesker, she told Leon it is safe with her. Ada Wong is not a bioterrorist, she is undercover spying on them in order to expose the highest echelons of bioterrorism. She’s an undercover spy. Practically a superhero by RE6.
