Big news in House yesterday passing 2024 LEOSA reform which clears all this crap up. On to Senate so everyone needs to call and write there Senator NOW! We have worked years for this.

In my book Campus Cop I write about LEOSA. A question frequently ask does LEOSA cover college and university campus police officers and the short answer is YES if the police officer works for a public college or university. Private college and university police officers are NOT covered under LEOSA, however, most states allow private police officers to carry within their state that they’re employed in.

Jeffrey Wagner: I was a USAF Security Police for 24 years, 1973-1997. Retired as E7, T81190, Security Police Supervisor, Instructor Qualified. To obtain my LEOSA I had to 1. obtain a copy of my DD Form 214 CERTIFICATE OF RELEASE OR DISCHARGE FROM ACTIVE DUTY, 2. A signed letter from a commander (on letterhead) of the Security Police Squadron. As an NCO, in my career field, I had full arrest/apprehension authority per the UCMJ. 22 years as an Air Force cop! After military, I went to work with the Colorado Dept of Corrections! I presently maintain both my State of Colorado Concealed and my LEOSA. 3. Once a year qualification with a retired police range instructor and great friend, Larry Murphy.

@ the letter was nothing more than just a verification of facts that I was a Security Police my whole career. Even though he was never my commander the letter served as nothing more than a verification of my duties and responsibilities as an SP

@Anthony Bandiero, New Jersey judges and county prosecutors do not have arrest powers, however, under New Jersey Statute 2C:39-6, judges and county prosecutors are entitled to a firearm exemption if they take and successfully complete a firearms training course administered by the Police Training Commission to qualify for the firearm exemption.

Missed this one cause I was working but NJ specifically got sued for extra laws on permit requirements. FED LEO won but they still have the restrictions on retired NJ LEO.

LEOSA not a permit it's a qualification certificate allowing to carry nationally.

Its a standard 50 round course in NJ 25 yards and in! It's nothing to qualify! And the night course is only 15 yards and in!

I’m a retired LEO from NY living in PA, I go back to NY once a year to qualify and get my 218 card, it costs me $80 for the course, which allows me to carry a revolver or semiautomatic weapon. Also google HR 354, very interesting.

You can just do it in PA. You don’t have to go back to NY to do it.

@@echojacobs I go back to NY to get it because the company that gives the course( Safety Quest) , actually puts your photo on the card and spells out HR 218 on the card, as in PA they just gave be you a blue card, with no photo. NY’s card looks more official.

@@CathyFerraro-c4f that doesn’t matter to be honest. When you present the card, it’s coupled with your retired ID. If you wanna spend the time going to NY, that’s cool too though 😃

PLEASE be careful here. I respectfully suggest that you read the law itself. LEOSA requires that you qualify in your State of residency. I believe that it might allow your former employer to do it, so this might be an exception

The California Penal Code also allows a retired officer to carry on School property.

Can you do a supplemental video about LEOSA (also people in comments) regarding LEOSA as it applies to reserves ?? I am a reserve deputy in Indiana, and both agencies that I was with told us that we are considered qualified under the statue. We are fully sworn, have arrest powers, and by Indiana code have all the same powers as full time officers. My concern is the wording ….. the first one states we must be “EMPLOYED” by a government agency. I work for a government agency yes ….. but being that I am not paid, am I really an “employee” ?? that’s where I can see a prosecutor using that gray area in the right situation against us.

This shouldn’t even be a thing. Shall not be infringed means just that. For ALL citizens not just those who wear/wore a badge. If more LEOs thought this way (the correct way according to our bill of rights and the founders themselves) then we wouldn’t need to discuss carry “laws”.

I’m from Las Vegas and was visiting CA in 2011. I was 100% active and carrying my ID with me and was STILL detained overnight in CA for carrying my weapon. The ID was not enough for them and they wanted to talk to my direct supervisor. It was 1 am and he was home asleep. I was sitting in the jail for 8 hours till they spoke to my supervisor then I was let go. They wouldn’t even give me my weapon back. I had to come back and ask the court to order it returned.

If a LEO retires and meets the criteria for leosa, and applies for it but his organization takes a long time to mail him his leosa card... Can he carry concealed using his retired creds? Does his last qual count?

You are covered if your last qualification was within 1 year.

There is no leosa card. He states use your retired id and do a qual every year.

With the Post Office. I work in a small town. When rattling the door at night, I carry, in full uniform and walk in. Should I stop at the USPS, or continue? I know about the level of enforcement.

I worked in a small town(s) for many years. The postal employees were always happy when we stopped by during the course of our shift. They requested us to do nighttime patrol checks of their property due to occasional thefts of something from their vehicle or loading dock. They called us for a person getting disorderly with them over some mail issue. If they want you to “rattle the doors” they are requesting your presence on the property. Then you have the right way, the wrong way and the small town way. Those who haven’t worked in one just wouldn’t understand all the things small town officers are asked to do.

Question for you stated I believe it could be that departments qualification only if the state has not established a state qualification for active Officers. So as I read it if a state qual exist that has to be the qualification not a made up one by a independent Police Dept. "• By a certified firearms instructor that is qualified to conduct a firearms qualification test for active duty officers within that state or if the state has not established such standards"

California penal code ALLOWS any magazine OVER 10 ROUNDS for retired police officers. 32406. Subdivision (c) of Section 32310 (Magazine restrictions) does not apply to an honorably retired sworn peace officer, as defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2, or honorably retired sworn federal law enforcement officer, who was authorized to carry a firearm in the course and scope of that officer’s duties. “Honorably retired” shall have the same meaning as provided in Section 16690. GUNMAG warehouse is fully aware of this. If you send them a copy of your retired ID you can buy any magazine you like. I even bought a 50 round magazine for my FN PS-90 as well as 20 round mags for my FN five seven.

It’s a master trump card. No state law does not apply. You can carry anywhere except federal building. School. Post office and anywhere that says no weapons allowed in store

Looking for a little bit more information on the Judges. When they have a Contempt of Court, isn’t that an Arrest? In OK, our Judges can already carry. But just curious.

I worked as a Bailiff in state District Court ( traffic and criminal non-jury trials ) after retirement. If the judge sentenced the defendant to jail, found them in contempt or issued a bench warrant, the judge would say “Mr bailiff take this person into custody”. The judge ordered the arrest but didn’t make them.

Yes, if one has had 10 years or more of apprehension authority. One has to get the credentials for one’s branch of service and then pass the LEOSA qualification course of one’s state of residence. Simply search your branch of service and LEOSA and you should find the path towards your credentials. Retired AF LE/K9 here and currently have my LEOSA credentials.

The whole intrastate commerce stipulation is so bizarre to me. I couldn't imagine getting hemmed up for carrying a gun that was made in the same state that i work and live in.

There are some PDs that won’t issue retired officer’s identification cards for whatever reason. The federal government should protect these retired officers right to carry by issuing them a retired ID card. Only option is to obtain a concealed carry permit that any other citizen can obtain.

Because that's all you are when the governement is done with you! Why do you want that badge? You know why, because you want special treatment from your fellow government lapdogs. The US Citizen is more important than a government agent, yet you hate being one because you were trained to view us as beneath you. Too bad!
