They would have had to buy the rights from SYFY, that's why. Lions Gate sold them the rights to make 1 movie so SYFY owns the copyright to Returns.

Sorry for the late reply, but he means he's glad the discs don't get stuck together when you close the steelbook

I think he actually means disc stacked right on top of each other. Some DVD cases do that.
