Quick question: is the 12 mentioned at 24:30 just the 6 hot conductors and 6 neutral conductors combined that were put aside at the start of the problem?

Hola!...I enjoy you videos. I'm a home owner and I want to educate myself a bit before I seek out an electrician. Question...what restrictions/requirements are placed on the service line between the meter and the service panel? On my home this line originally ran along the outside of the foundation for about eight feet before it entered through a hole in the foundation and right into a service panel mounted on opposite side of foundation wall. A full-foundation extension was constructed which caused 7-feet of this line to run through the living space of the new foundation before getting to the original entry point/ service panel. ...do I need to have a breaker system installed/relocate the service panel? Thank you!!!
