I can't drive by my local Lowe's without checking out clearance plants. I often stop in Home Depot as well. HD doesn't have clearance, except on shrubs, which they did recently. I'm not sure I've ever seen HD mark down plants. Anyway, HD does not take care of their plants. Lowe's does a very good job of watering & keeping their stock nice. That's why I go there the most.

As in any of the stores, it depends on how the plants are handled and watered. I have seen hardy succulents inside in colder weather stretching for sunlight and "drowning" in cache pots. Lately, a lot of ceramic pots are sold with the plants and they will have two inches of water in them with the surface soil mushy, just a plant waiting to die. It is a shame that people who don't know how to take care of plants are taking care of plants. Sad sight at any of the stores.
