On one of my playthroughs I killed Anna, all of the troops and the bots outside the station (so everyone and everything except Gunther), and Jock ends up flying and landing inside Castle Clinton. You can't interact with him or fly anywhere though. Being held at MJ12 is the only route unfortunately!

I saw Gunther in this part of the game right after killing Agent Navarre. I tried to ambush him by crawling thru the ventilation system but accidentally fell down from a ladder, died, then woke up in jail. How did they even find me there?

Yeah, the Target Aug proves that Gunther is unkill-able, here. All his stats stayed green no matter how many times you hit him. It's possible to get here without cheats, but surviving the Ton Hotel ambush AND Anna Navarre is incredibly hard.

@@emilbrandwyne5747 I was able to defeat both with a rifles build. Assault Rifle with laser sight is nothing to sniff at Plus some planted gas grenades to deal with the Ton ambus, and then throwing LAMs to kill the stunned agents
