I'm with you on liking the naval Praetorian. Besides nice encirclements, I think sinking ships or even sinking a ton of troop convoys in the sea is some of my most satisfying moments in game.

Fleets no longer have bases, that was removed a long time ago. Now they always go to the nearest port to repair, and all your ports are considered when it comes to range.
