I know I'm late to the party, but if you clicked on "this is expensive..." on the 50 gold dress, the wife would explain that the bank will pay for the dress in exchange for another loan. You've been missing out on extra information by not checking dialogue.

Just keep in mind that a General cost 9 gold a week and has limited use for your kingdom, so if you have the option to pay 7 gold or tie up a general for 2 weeks, you better off paying 7 gold vs 18 gold and lack of a general.
