I am a Canadian. The vast majority of Canadians would NEVER want to become Americans. We value our democracy that isn't for sale to the highest bidder/billionaire/oligarch and a our values that means our higher taxes help care for people rather than accumulating THINGS. LBJ told a family friend who was studying in Massachusetts that we were "Kissin cousins" and he was quite correct. We are, but there would be a revolt if any of our politicians even suggested that it would be a good idea to merge with the US. Mexico, Cuba, Greenland, and every country between Mexico and Panama would be next. Once Iceland falls, the war would be on Europe's shores, but the US would be considerably more powerful after securing all of those resources. If Canada is a first strike, then our allies would know they would need to support early to avoid the inevitable. Ignoring an annexed Canada would solve nothing.

Also, Putin wants to utilise the shipping lanes that would open up as the arctic ice retreats, since Russia is not permitted to use the Panama Canal due to sanctions.
