So many smart things Jimmy did here. Perfect actually. He actually INTENTIONALLY started too low, so that he could start slowly raising their punishment to make it seem better and better to get Tuco to agree because he obviously wasn't going to sprain their ankles. Also, he targets what Tuco loves the best. Respect. He gains that respect through FEAR, yes, but Tuco wants to be scary and wants to be remembered because of it. Jimmy tells him that they fear him for life because of what happened today, and both of those things combined convince Tuco to go all the way down to just breaking a single leg on each one of them.

In a nutshell, according to the code, if a peasant hurt another peasant in someway, the latter can do the exact same thing to the latter. But if a noble, for example, broke a peasant arm, the peasant can't just break the noble arm. The noble just pay some fine in whatever form of payment to the peasant. By their standard, that is fair. So, using that logic, Tuco is fair, in a twisted way, since the scammer is the peasant and he is the noble here.
