He actually INTENTIONALLY started too low, so that he could start slowly raising their punishment to make it seem better and better to get Tuco to agree because he obviously wasn't going to sprain their ankles. Also, he targets what Tuco loves the best. Respect. He gains that respect through FEAR, yes, but Tuco wants to be scary and wants to be remembered because of it. Jimmy tells him that they fear him for life because of what happened today, and both of those things combined convince Tuco to go all the way down to just breaking a single leg on each one of them.
