If I remember correctly from my knowledge of this fandom 2 years ago, Killer!Sans' eye appears only when his past self is trying to call for help, aka escape Chara. Correct me if I'm wrong.

Chara isn’t controlling sans here, as Sans killed Chara when he surpassed them in determination. Chara proceeded to beg for mercy and got completely god stomped lmao-
