Man I'd be beyond livid if I found my utilities were laid like that. Should be a service trench to one side of the road with everything running together, and the phone lines running through a dedicated conduit to protect them from the sharp edges of the stone.

2 guys in one day, our local county road dept spent the better part of 3 weeks replacing a very similar culvert, granted it was on a 2 lane paved road, but still 3 weeks...crew of 7-12, 3 dump trucks, 2 excavators, only the one buried line... 3 weeks of tax payer money...

My experience working with telecomm companies for over 40 years, is that a backhoe is the best tool for locating underground utilities. My favorite was when MCI dug up an 800-pair cable IN THEIR OWN PARKING LOT while training new employees... Maybe training them on what NOT to do....

I've replaced a lot of culverts with 57 stone bedding. If there is a large difference between the upstream water surface and the downstream water surface, water will flow through the 57 stone and drag the fine soil around the pipe out and then water will run under the culvert instead of through it. I have pictures of culverts that didn't wash completely out, but there is a tunnel from one end to the other. The water went down before the culvert washed out. Well graded material should be used for bedding, not open graded 57 stone.

The flooding probably occurred in part because the whole creek is plugged. I hope you are going to clean it too.

Personally i would have fixed the end of the old culvert, cleaned it out and installed the new one further along the road. So the small one could act as an overflow!
