I have partisan in pretty much every other raid. I never camp, and very very rarely the accidental TK. Idk why I am always fighting him.

He will spawn in your raid if there are players with bad karma, it doesn't matter what yours is, if you aggro him he'll fight you.

the plastic you taste is because of the type of oil they use being heated at too high of a temperature being turned to plastic. My understanding of it at least. You should try eating baked cheetos instead of the normal fried ones, for science

Oils with a high amount of Linoleic acid when heated for long enough in the presence of metal ions (present in metal cookingware) polymerize or plasticize or “turn into plastic” upon cooling down. It just so happens all plant-based oils (with exceptions of coconut, avacado and some extra virgin olive oil) have a 30-60% linoleic acid content. Its important to purchase high quality coconut/olive/avacado oils to avoid the polymerization, or use animal-based methods (typically 0-5% acid content)
